Description
At the Philadelphia Convention, delegates from twelve states (Rhode Island chose not to attend) met to amend the Articles of Confederation, but as the convention progressed it was decided to draft a new constitution which required only 9 of the 13 states to ratify it. The constitution consisted of seven articles which outlined the Legislative, Executive, and Judicial powers, and established the relationships of states to the federal government, as well as the processes of constitutional ammendments. Eventually nine of the 13 states ratified the U.S. Constitution, and it took effect on March 4, 1789.
