Just one day shy of his 100th day in office, President Joe Biden delivered remarks to a joint session of Congress on April 28. The speech updated Americans on his administration's promises and plans, including details about his proposed $2.3 trillion infrastructure package, immigration reform and foreign policy. Normally the full House and Senate and most of the president's Cabinet would be in attendance, but because of COVID-19 restrictions, attendance was limited to roughly 200 people. Lawmakers sat socially distanced and with masks. Biden kicked off the joint session, noting the history made. For the first time ever, two women shared the stage for the presidential address - Vice President Kamala Harris and House Speaker Nancy Pelosi. Biden greeted them as "Madam Speaker" and "Madam Vice President." "No president has ever said those words - and it's about time," Biden said about the first woman Vice President.
